Donald C. Trigg was an experienced health care attorney when he came toNew Mexico and joined the New Mexico Attorney General's Office as its first health care attorney and a member of the Attorney General's senior staff. As Assistant Attorney General, he was lead counsel in a series of high profile healthcare transactions and conversions, the creation of New Mexico 's first statewide healthcare foundation, and a series of health care reform initiatives. He was promoted to managing Director of the Civil law division of the Attorney General's Office where he was responsible for civil law matters generally, representation of state agencies including state healthcare agencies, antitrust regulation, health care matters generally, the regulation of non-profit entities, the Opinion process, and legislative bill analysis. Before coming to New Mexico, he was General Counsel to Blue Cross and Blue Shield of Indiana and served in several other roles with the company.
He has taught Health Care Financing at the University of New Mexico School of Law and has presented at local and national health care conferences. He received his JD, cum laude from Indian University School of Law in 1974 and his MBA from Indiana University in 1987. He is admitted to practice and in good standing before the United States Supreme Court and the New Mexico and Indiana Supreme Courts. He is AV rated by Martindale-Hubble.
